During State pandemic restrictions, the City of Forest Lake has provided a way for restaurant and bar establishments to serve customers under outdoor patio expansion conditions. Please use the application provided in this link and submit it to the Deputy City Clerk or call 651-209-9732 for an application to be emailed to you.
SPECIAL- Outdoor Food and Liquor Service Application - 2021
The City of Forest Lake Adult Oriented Business License is annual license with expiration happening at the end of the calendar year. Both City Council and Police Department approvals are necessary prior to the license being issued. Chapter 112 of the Forest Lake City Code regulates the requirements of the Adult Oriented Business License.
The City of Forest Lake Circus/Carnival/Exhibition License is for the regulation of carnivals, tent shows, performances or exhibitions. The permit is an event based permit and each permit will expire at the conclusion of the permitted event. The City Council, Fire Department, and Police Department approvals are required prior to the license being issued. Chapter 111 of the Forest Lake City Code regulates the requirements of the Circus/Carnival/Exhibition Licenses.
Gambling permits for non-profit and religious organizations are issued by the State of Minnesota after review and approval by the City of Forest Lake. All applications for gambling permits should be remitted to the City of Forest Lake at least 30 days prior to a scheduled gambling event.

Chapter 50 of the City of Forest Lake City Codes regulates the requirements of the Garbage and Waste Material License.

A City of Forest Lake Massage Therapist License is required prior to performing massage services within the City of Forest Lake. Chapter 115 of the Forest Lake City Code regulates the requirements of the Massage Therapist License.

Any business in the City of Forest Lake which sells tobacco and tobacco related products are required to be licensed annually. Both City Council and Police Department approvals are necessary prior to the license being issued.
A City of Forest Lake Outdoor Entertainment Permit is required for events held in the City that are not held within and enclosed structure. These events include but are not limited to: outdoor concerts, running races, events with amplified sound or announcers. If your event features a temporary tent or canopy, fill out the Temporary Tent/Canopy Permit Application that is part of the Outdoor Entertainment Permit Application Packet and submit it along with the completed Outdoor Entertainment Permit. Chapter 92 of the Forest Lake City Code regulates the requirements of the Outdoor Entertainment Permit.

The City of Forest Lake Pawnbroker License is required by all persons, corporations or entities wishing to carry on the business of a pawnbroker. Both City Council and Police Department approvals are necessary prior to the issuance of a Pawnbroker License. The licenses expire on December 31 of the year they are issued. Chapter 114 of Forest Lake City code regulates the requirements of the Pawnbroker License.
Any person, group, organization, or business who wishes to conduct door-to-door sales, advertising, or solicitations in the City of Forest Lake must obtain a Peddler License (if selling products door-to-door), a Transient Merchant License (if selling products from a stationary location such as a truck or tent), or a Solicitor Registration (if no products are sold and future business is solicited). All applicants must pass a criminal background check. Licenses for any peddler/transient merchants or registrations solicitors are valid for 14 consecutive business days. Residents may prevent door-to-door sales by placing a "No Solicitors" sign on or near the entrance to your home. If you have issues with a harassing sales person or have experienced a violation of a "No Solicitors" sign, please contact the Forest Lake Police Department at 651-464-5877.
